19 JUNE ANOTHER BLACK DAY AFTER FALL OF DHAKA

The writer has tried to present facts and figures to the readers without any distortion to make them understand the damage caused to Pakistan after this un-justified so called Operation-Clean-Up. The writer believes that June 19 is the darkest day in the history of Pakistan after fall of Dhaka (Debacle of East Pakistan).

The available information suggests that this operation was not started to eliminate anti-social element and to catch 72 big fishes in Sindh. Rather this operation was launched to stop evolving revolution from the boundary of urban Sindh.

The debacle of June 19, 1992 is a clear proof of intermarriages between corrupt politicians and top brass of Pakistan Army. The same duo launched Military Operation in March 25, 1971 without caring the will of the people of East Pakistan which resulted in the fall of Dhaka. The same mind-set pushed General Asif Nawaz Janjua who was safeguarding the interest of establishment from Punjab to subjugate supporters of MQM majority of whom majority speaks Urdu.

The people from Urban Sindh found Jamat-e-Islami impotent and infertile; therefore they decided to choose new representatives in Karachi and Hyderabad. Afraid of the growing political maturity in the Urdu Speaking Community in Karachi, the political elite with establishment started conspiring against the emerging political party MQM. All the Anti-Urban Sindh Forces played their role in fueling the worsening law and order situation under the command of ISI.

Following is the series of events and their results which proves that this operation was mind-set to subjugate Urdu Speaking Community and somehow this mind-set is yet not changed.

RISE OF MIDDLE CLASS PEOPLE FROM URBAN SINDH:

The People from Urban Sindh voted on their will and selected MNAs and MPAs of the middle class family from MQM. The landslide victory of MQM in two consecutive General Elections in 1988, 1990, before 1992, from urban areas of Sindh Province proved that MQM was the sole representative party of Urban Sindh. This victory of representatives from middle class jolted the Feudal Lords and military establishment in Pakistan.

MQM ROLE AGAINST PROTECTED DRUG DEALERS AND GUN RUNNERS:

The MQM started a campaign in 80s against the Drugs and gun runners in Karachi. Most of the drug dealers and gun runners were Pakhtoons, and working covertly and overtly for ISI to collect fund for so called Afgan Jihad. Pakhtoons were incited to treat supporters of MQM as their enemy as a result they become instrumental in creating law and order situation in Karachi, which is still ongoing phenomenon. Paktoons started attacking on Muhajirs Locality and killed them in large number, forced them to leave peripheral areas of Paktoon dominated locality.

POC JALSA AND DISPLAY OF MESMERIZING LEADERSHIP BY ALTAF HUSSAIN:

The speech of Altaf Hussain in POC’s Jalsas had created a shockwave in the establishment and ruling class. The content of the speeches of Altaf Hussain was threatening for elite class. Thus splinter groups were created and criminals were given shelters in Police stations and safe-houses of ISI for disturbing the law and order situation in Karachi.

CREATION OF HAQIQI FACTION AND ROLE OF COAS ASIF NAWAZ JANJUA AND ISI

At the time when Lt. Gen Asif Nawaz Janjua was Corps Commander Karachi Altaf Hussain sensed the army’s plans to split his party in February 1991. Sensing the rat he had expelled 19 members from the party because they were holding contacts with ISI and MI and were involved in some criminal activities. Simultaneously Altaf Hussain had complained to the then President that the ISI was conspiring to divide the MQM. Nothing happened in positive direction but prominent MQM leaders were killed in Karachi by masked gunmen by intelligence personnel.

Muhammad Chaudry, the IG Police, Punjab writes, in his book (The Ultimate Crime) about this illegal birth of Haqiqi in Karachi.

“When I took up such cases with Gen.Asif Nawaz he agreed very reluctantly to take action against his men and only after I pointed out that unchecked indiscipline would ultimately become a serious problem even for the senior army command. He promised “to slit their throats” but I never learn about action by him.
In fact, he went beyond failing to punish indiscipline; he even protected criminals. During the army action in Sindh in 1992, he made MQM his only target, through he was supposed to act against dacoits and gangsters everywhere in the province. Some gangsters everywhere by timely intelligence, the police were able to arrest all of them. Gen. Asif Nawaz wanted me to release them. “But they are murderers and criminals,” I told him. “Their arrest will help in achieving the objectives of the army action.” But he had some other objectives in mind. “You are not fully aware of the situation in Karachi,” he said. “I want to set these thieves to catch bigger thieves.” I, however did not give in.
He then approached the Prime Minister. Whatever he told him, the result was that Nawaz Sharif rushed immediately to Lahore and held a high-level meeting right at the airport. My arguments cut no ice with him. Then the Additional IGP, Special Branch, Maj. Zia ul-Hassan, narrated the details of the criminal’s acts of those under arrest. When he insisted rather emotionally, that the arrests were justified, the Prime Minister instead of changing his mind, lost his temper. The tremendous pressure of the army chief seemed to be showing itself. So, we had to find a way out to allow release on bail.
The same criminal elements later reappeared in Karachi as “MQM Haqiqi!” The Chief of Army Staff was their patron.”


CONCOCTED STORY OF MAJOR KALEEM AND ROLE PLAYED BY ASIF NAWAZ JANJUA

One reason which was much trumpeted to the media and others was the dishonor of Pakistan Army by capturing and torturing of its, Major Kaleemuddin of the Field Investigation Unit (FIU) in Landhi. The Army could not prove their account in court of Law and thus all who were accused of this dramatized abduction were released.

It is to be noted that the day case was forged about abduction of Major Kaleem was day of attack under supervision of same Major by Haqiqi Terrorists in Landhi. This attack failed due to stiff resistance of people of Landhi.

THE CONTINUATION OF OPERATION IN BENAZIR BHUTTO GOVERNMENT RESULTED OUSTER OF HER GOVERNMENT BY HER OWN PRESIDENT:

The State brutalities intensified manifold during the tenure of Benazir Bhutto Government. Amnesty International, Asia Watch and other human rights organizations indicted the Government of Benazir Bhutto for carrying out extra-judicial killings of thousands of Mohajirs in Karachi. Because of the large scale extra-judicial killings the President of Pakistan Farooq Ahmed Leghari had no choice but to use his constitutional powers to dismiss the Government of Benazir Bhutto. The Supreme Court of Pakistan also upheld the Presidential decision while endorsing the charges leveled against the Government of Benazir Bhutto.

PLUNDER, RAPE AND DISHONOR OF URDU SPEAKING COMMUNITY BY STATE ORGANS:

The operation clean up started on 19 June 1992 resulted in the extra-judicial, summary and arbitrary executions of over 15,000 Urdu Speaking Community including the leaders, office bearers, workers, supporters and their relatives of supporters of MQM. Mr Nasir Hussain (66) and Mr Arif Hussain (28), brother and nephew of Mr Altaf Hussain. Siege and Search operations by the Army, Para-Military Rangers, Police, Frontier Constabulary and Intelligence Agencies were order of the day. Widespread rapes and gang rapes and extortion by the personnel of the Army, Para-Military Rangers, Police and other law enforcement agencies was committed and practiced. The “Army and State Operations” rendered millions of Mohajirs destitute and thousands of Mohajirs forcibly evicted and displaced from the “No-Go Areas” of Landhi, Lines Area, Malir, Korangi, Shah Faisal Colony and part of Liaquatabad in Karachi. Thousands of Mohajirs and MQM leaders, office bearers and workers were arbitrarily arrested and jailed without charges, concocted charges and without due process. Thousands of Mohajirs and MQM leaders, office bearers and workers were to live in hiding or in exile for the fear of their life and liberty. Thousands have been maimed for life during torture in custody of the state.

There are many cases where the arrested persons were neither produced before any Court of Law nor sent to any prison all over Pakistan. There are some cases where either the parents or relatives of the arrested persons met them in Police Stations but when the relatives went again to the same police station to see the arrested persons, they were told by the Police that they had been transferred to prisons but the arrested persons could not be discovered in any prison by their relatives. 18 innocent citizens of Karachi are still missing from the custody of Law Enforcement Agencies and Police.

OVERALL LOSS OF KARACHI AND PAKISTAN AS A RESULT OF OPERATION:

REVENUE LOSS OF PAKISTAN:

Karachi was kept under fire for 9 years by Law enforcing agencies. The worst law and order situation in Karachi has destroyed the trust of investors who avoided investing in Karachi. A large number of industries were closed or their owner shifted these to Punjab, due to high cost of business in Punjab those industries could not survive even there. Such shift resulted depletion of employment opportunities for common man and loss of huge revenue for Pakistan.

LOSS OF EDUCATION OPPORTUNITIES:

A complete generation of youngster could not get proper education because of mass migration under threat of Police and Rangers arrest. This has specially destroyed future of Urdu Speaking Community. After 20 years of this operation they have no possibilities to apply for good jobs in the market. Anybody can see at this moment almost all jobs are being filled by Non-Urdu-Speaking in Karachi. One generation of Urdu speaking Community is completely left incapable to do good jobs in market.

THE TREND OF MASS MIGRATION WAS ADOPTED TO MARGINALIZE AND CONVERT URDU SPEAKING COMMUNITY IN MINORITY RESULTED FURTHER DETERIORATION OF THE SITUATION:

A failed strategy was adopted by intelligence agencies in which it supervised the mass migration of Pakhtoons from KPK. Since there was already lack of facility and infrastructure in Karachi and depleting job opportunity, a natural competition of survival started in Karachi. Due this migration law and order situation has further deteriorated and now there is no possibility of peace in years to come.

CRIMINALIZATION OF POLICE:

During that operation police personnel were allowed to plunder rape and kill the Urdu speaking community without any fear of accountability, It resulted in complete criminalization of police department. It is the reason that in Karachi almost all crime started from street crime to Banks Robbery, kidnapping and Killing of traders and workers of MQM, all sort of crime is tolerated (shared) by Police. The Land mafia and drug mafia is completely under the protection of few Police officers.

CONCLUSION:

The aftermath of this operation demands a counterweight mechanism in Pakistan which could bring the Establishment (Army), feudal lords, bureaucrats, Feudal cum industrialist cum politicians accountable for their wrongdoings.

Writer still finds a ray of hope at the end of tunnel in the form of MQM in Karachi.

  1. Junaid Bhai it is a good article which describes the actual loss of Pakistan after this operation. First it was east Pakistan and now it is Balochistan tomorrow Allah knows better which part will fall apart due to this mind set of subjugating a complete linguistic group.

    1. Shadab Bhai I am thankful to you from my bottom of heart. If you have not helped me in writing this article which is mostly based on the interview which as lasted with you for about 3 hours. It was difficult to me add every thing which you have informed as eye witness account and victim of the operation with your family.
      I have set another plan to again write the plight and miseries suffered by the members of MQM and specially those who have contributed a lot in that operation for the cause of MQM to just provide opportunity to new breed in MQM to understand the importance of sacrifices and not asking anything in return impatiently.

  2. superb article cos it gave a lot of facts which many people dont know about yet … just wan to add one thing that becuaase of this operation, for the first time in the history of Pakistan we saw women offering funeral prayers of mqm workers …. its is one of the darkest chapters on our hisory and righltly remebered as black day indeed ….
